I travelled to Amed a couple of years ago. The travel time does look deceptive but there are quite slow roads (especially after Tirta Ganga). My estimate for Legian to Amed is 2 1/2 hrs ro 3 hrs with a private driver. 1 1/2 hrs should be the maximum time from Padang Bai. The biggest suggestion I can give you is to travel via Tirta Ganga and not via Aas as the trip is extremely rough the other way (compared to rough).
It's worth the trip. Just remember that it will cost you quite a bit to get up there (there will be few Bemo's and Perama only travel up there when they have enough customers).
