Had the same problem on our last trip to Bali with Singapore Airlines. Left Brisbane on the morning flight and the lady (not) in front put her seat back as far as it would go and pinned my husband in. Next minute she came over the top of her seat and abused my husband for kicking her seat. Apparantly every time he tried to move his knees (both are replacements) she felt it. Said we were sorry but he was not kicking her chair but she had him pinned in. Made no difference to her she wasn't putting it up. We ended asking the hostie if the chair was broken and was told it was not and that she was entitled to have her seat reclined. She offered to move us but there was no two seats together on the plane. The nice young business man next to us said he would move so that my husband could sit in his seat as the lady in front didn't recline her seat. She heard all this going on but no way was she going to put her seat up even one notch.
