When Suharto went out the banjars closed down the beach bars, got rid of the street salespeople and licensed the beach sellers for local people. For example the sellors and massage ladies on Legion beach must live in legian.
The owners of the beach bars particularily were hard hit as they not only lost years of contracts paid in advance but also their investmentin their bars.
The next step, in Legian, was for the banjar to get back beach "stolen" by the hotels encroaching on the beach by building the pedestrian walkway roughly where the real boundaries were. The Padma had led the charge and lost about 25m that they had taken as their own.
