I Knew a couple who had been working the beach when the military rang the "licencing" and when the banjars took over had to get an accomodation address in legion to get a licence from the banjar but now they dony have that and because they live in denpasar they pay about 10 times as much as someone from legian.
Actually when the banjar took over he couldnt work for health reasons and she originally got a licence and when he was able to resume work he was only able to get a licence to work kuta beach(a different banjar),about half way along the beach road,and after 6 months or so managed to get a licence to work legian beach and they still need to have a licence each to work there.
