I live on way under that and I am a Westerner who rents a standard Western type house close to the beach, has two dogs, eats out and goes out as much as I did back home, if not more, I don't have AC but a fan works fine. I do not have a disability so I am not sure how much you need to spend to support you there but $1200 is plenty to live in Bali, just make sure you have savings up front to start you off.
