The main blue lagoon is in Padangbei. This is a short Bemi ride from Candi Dasa (CD). The lagoon has 2 Warungs (wayan's is best). Anyone there can point you to it. There is also what the local fishermen in CD call the blue lagoon which you can get to by a boat ride with them. This one does have bigger fish and coral.
FYI, I was just in CD for the third time. I snorkel in front of my hotel (Gengong) and saw an octopus, ghost fish, parrot fish and lots of new soft coral. As usual I ate at a great place run by locals (Made and Nyoman) It is on the ocean side at the east end of the road near Legends. The sign says LA, but I'm not sure of the name.
