will give out an allotment of over 100%. that means, that if they have 50 rooms, they will have given, say 20 rooms to 'A' wholesaler, 20 rooms to 'B' wholesaler, 20 rooms to 'C' wholesaler, 5 rooms to 'D' wholesaler etc. some wholesalers and small agents will get a 1 room allotment. all of this totals up to many more rooms than they can cater for.
in low season, these allotments dont get used up. but in high and peak seasons, these allotments are used to the max, and the agents can do so because they have a contract stating that they can.
there is very little consideration given for times like this, which combines idul fitri and school holidays. its not even a consideration, to be honest.
hotels CAN let the wholesalers know that they are full and to stop selling rooms, but its usually too late by the time it reaches this stage. reservations and sales should keep a close eye on this, but it if often not the case.
