I'd have asked him for his name, made a big point of writing it down & asked to see his boss then & there. Also I'd have mentioned tourist police.
Hassling you in the loos is beyond the pale.
If you are over the limit then you must pay for the excess - that is that. It's a safety issue. Most hotels have scales - you can weigh your luggage & if it's over (as yours was) then you can consider other options for sending your stuff back.
Personally, I am happy for airlines to enforce weight limits. I want to fly safely.
