I think that the promotional tool "Factory Outlet Sale" is usually somewhat overstated, as there is rarely a factory in sight!!
Besides, I would think that most "genuine" Billabong stuff is made in China, and any knock offs made in Bali would be just that.
Maybe DC is not so wrong after all??!!
