Factory outlets often sell discounted wear/products that may be stock that cannot be cleared, soiled goods, "seconds" or defective goods etc from the shops/stores/original factory/manufacturer?
Whether they use the word factory or not it generally indicates the price will be less than normal & you may have the chance to grab a bargain or two.
If you want to split hairs, then yes correct, probably no factory in Bali but then no, incorrect as the OP asked about the 'factory' outlet, not about the factory. :)
