Colleen, I understand what you are saying, and the only reason I ride with my partner in Bali is that he is not only fully licensed, has over 37 years experience but he also is responsible for training and qualifying others including Federal Police in motor cycling riding. Now regarding calling Travel Insurance companies, been there done that and it is very interesting. Most said "You are covered for everything" until you ask specific questions around personal liability (not one in 8 companies I called said that they will cover you for this) and damage to the motor cycle was covered by 3 of the 8, 2 of the 3 stated however that you had to have rented from a licensed motor bike rental agency (like where is that in Bali?). All 3 stated that they would only pay the excess amount as they expected that you would have taken out a valid.... yes valid motor bike rental insurance cover with the rental company.

Many rental companies in Bali say they are providing insurance at an extra cost but I am sure it is not worth the paper it is written on .. plus if you are in an accident (like others have said), best get it fixed yourself. If you take it back to the company they will ask for the excess, which is more often then not $500USD... they get it fixed and well guess who makes a profit most times.

Once again thanks for all the information ... always interested to hear if anyone has found a licensed rental agency or has any further information to offer.
