Whilst I can't answer specifically about motor bike accidents, I do have experience of travel insurance paying for damage caused by the insured party.
My sons' were involved in a jetski accident in Bali several years ago - no one else involved, they collided with each other and one jetski was damaged on impact. My insurance claim covered all the related expenses (which included substantial medical bills for one of my sons), and reimbursed me for the amount I paid for the cost of repairs to the jetski.
