Imagine here for eg in AUS if you drove a unregistered vehicle, no third party Ins and was involved in an accident. What if you were a passenger driven by an unlicenced driver ?

Always concerns me about getting "Transport" in Bali or anywhere just off the street

What about these goons that jump on a bike no helmet or protective gear under the influence of alcohol no licence. Just because they are in Bali and on hols they think theres some coverage ?
