The only one that would do Business Class would be Garuda - However I would try Air North (QF Codeshare) they do lots of Regional Flights and are used to this patient travel stuff.
I used to work in a remote Hospital & Remote Health field once upon a time and Medivacs were expensive - however done on the approval of the Medical Supt.
I wish Chick chilli was still around on BTF.
However we do not know the details - if this DPS - DRW is viable on a commercial airline then you need the BIMC to contact RDH Sorry Royal Darwin Hospital to see if this can be accomodated within their Medical Services.
