I always use the one in JL Padma Utara nearly opposite PR. Go right down Jl Padma Utara from the RHS of PR. The second shop down is a transport operator and money changer. The boss is an attractive lady and she is honest. I have used them for about 5 years and have never been had. She gives you large denominations and requests that you count the amount before leaving. Her rate is average, and you can do better at your own risk. PR used to have a competitive rate, but last year it was much lower than outside.
