It depends of course on the sort of restaurants where you choose to eat. Your friend seems to have mainly dined at very up-market places which can be expensive, even a rip-off. Plenty of places charge western prices.
We really enjoy having a take-away lunch from a local warung where the locals eat for about $4 for 2. There are so very many restaurants in the touristy areas that competition is strong - it's easy to get a great meal el-cheapo.
I have no idea of the prices at restaurants in Nusa Dua/Benoa but in the tourist strip of Tuban/Kuta/Legian/Seminyak you can easily eat fit for a king for five dollars each .. plus Bintangs.
Bintang is an Indonesian beer. Dunno what Csesars is but there are certainly flavoured martinis in Bali. TJs in Poppies 1 does superb strawberry & mango margaritas.
