I have paid 20,000 for a meal and 200,000 for a meal. Go for a walk around before your dinner. Most places have menu with prices out the front for you to look at before you decided whether or not to go in. The touristy bits are very cheap, especially around the main Kuta area. My average dinner is usually around the 40,000 or 50,000 mark from memory.
Bintang is an Indonesian beer. There are lots of cocktails around, the Bali Moon range are very popular. I think those are around 30,000 per drink compared with 10,000ish for a bintang.
