Is the muslim month of fasting, and is not the time when visitors from other parts of Indonesia are coming to Bali. It is after Ramadan has finished that people travel home for Idul Fitri, so it is more likely that muslims living in Bali will go away at this time - hence the shops that are shut.
Idul Fitri is a holiday period across Indonesia (not just for muslims), so there will be many domestic tourists coming to Bali at that time.
