You dont need to venture far cause if its the same as last year the restaurant at Ramayana will be a perfect position. We did think about booking a table there this year, but decided not to. Though if we get a bad position, we might have to come and join your table haha!
No its only the street lights which are off, restaurants still have lights on.
A previous post about post-nyepi markets is a few posts below. The markets pretty much went from beach end of Kuta art markets, and a bit to the left, up to past Hard Rock Cafe.
