The Tegal Sari does this. You take your bottles to reception and they refill them from a large container (like we have in our offices)for a minimal charge. I believe the Sanur Paradise Plaza Hotel has a reward scheme for not changing your sheets every day. Also the hotels all say if you don't want a clean towel, hang it on the rail, or leave on the floor if you want it changed. I hang my towel up but it is still changed every day. I find the staff are really surprised if you say to them that you don't need your sheets changed that day. Go figure. Some even ask you to shower not bathe to save water.
