I have a feeling that you may not live in Australia so this next lot of info may not be irrelevant.A large number of people who shoot in competitions,have been shooting for a long time or wish to keep up to date with what is happening in their sport so they are members of the Sporting Shooters Association of Australia.Every state has a HQ where they are more than happy to answer any questions related to firearms & shooting,even if you are not a member.
I am a bit surprised to hear that your friend & his mates were not automatically provided with this information,after all it is extremely important to know how something like this all works.I hope they can find out what the official word on this matter is.Best of luck in finding out.
