How do you know if your phone is locked?

I have a Motorola V3I and plan to take to Bali . How can I check if it is locked and if I can use a Bali sim cards and if it is where can I get it unlocked?? We are staying in Sanur ? Thank you all !!! I am with Telstra . I do have an old prepaid phone ,should I take this instead??
