I wanted to return later on my last trip in June so went to the Garuda office in Sanur. No problem but I was charged AUD100. I have also been told the same info as you by Garuda reservations staff in Perth but I think it really only applies to the departure from Perth because I was told by another person (from the same office) when querying changing the return date that it was AUD100. Actually if you book through a travel agent and the ticket has been issued there is a charge, sometimes from both the airline and the agency. I hope that has helped (and doesn't sound like double dutch?)
