I'm sorry but unless i've misunderstood your post, it seems to me you contributed to spoiling her day.
It could all have been handled without any fuss by not saying one word to your sister, her husband, her guests, by paying the extra money yourself.
This way your sister would have been none the wiser, her special day would not have been ruined, she would have thrown the bouquet and had the garter ceremony.
You could then take it up with Legends and your sister on another day.
Wiser in hindsight i guess.
