this to be particularly bad on the Garuda flight - in my experience Qantas keep a closer eye on hand luggage. On one flight the plane was so jammed with hand luggage (all sorts of odd shaped souvenirs in overhead lockers etc) there was no room for quite a bit of luggage and our flight was delayed while (frustrated) cabin crew tried to find places to put it. I had a laptop on that trip and it would not fit under the seat in front of me as well as my (long) legs - it ended up going in the cabin crew's locker at the back of the plane. Needless to say I was last off having to wait to retrieve it.
