We've just returned from spending a week in sanur and experienced the same problem with lounge hogs. Seven people had their towels on the lounges by 6.a.m.The smaller pool had a group of kids doing the same thing, many people complained to the staff about it but the staff didn't want to upset any of their guests.they said they would put up a notice by the pool asking guests to be considerate to the rest of the guests, I don't hold out much hope,These were all australians by the way. Perhaps we should do a Kath and Kim and hurl the towels and the lounges into the pool. In Kuta I believe some of the young people just throw the offending towels into the pool. if their owners have been away for more than an hour. this problem didn't exist 10 years ago.
