We did this recently for a friend in Bali where we arranged a debit account with our bank and regular deposits into it from our salary. The idea was that our friend would be able use his card to withdraw whatever was in the account, he would not be able to overdraw it he could only take what was in there but it didn't work out that way. The bank in Bali did not communicate with the bank in Australia and allowed him to withdraw whatever and whenever he wanted regardless that the account was already well overdrawn. We incurred a $30 fee every time he did it and we were unable to get him to stop using the card until we eventually cancelled it
