I had this happen to me many years ago on three different bills I paid overseas (not bali but the same principal)
I had paid all amounts,US$ was the currency quoted, converted to Aus$ plus the fees to transfer the money, to then,a few days later recieve fax messages asking why I had not sent the full amount owing.Upon full investigations with the Australian bank sending the money the came up with the excuse that because they didnt have a direct relationship with the recieving bank,in two different countries, they had sent the money via america,think it was via chase manhatten bank,who of course deducted fees out of the transmitted money and on-sent the balance, to say I was not impressed would be an understatement and me telling them that they should have informed me of this originally and charged me the fees then made no difference.
Needless to say I ended up chasing around all the different banks to find out who would and could send future payments direct.
So this is probably the reason for the shortfall in money recieved by the hotel rather than a scam on the hotels behalf.
