I send money via telegraphic transfer to Bali several times a year.
All costs are covered when I send it through the bank(usually $30 fee).I have never had a case of not all the money going through.
This sounds highly suspicious to me.I suggest getting the bank you sent it from contacting the Bali bank directly and asking them to send the transaction details by fax.
It probably isn't the Bali bank but the Hotel who isn't being honest.
