Pulling over tourists and checking their licences is an industry is Bali. It is frequent and ubiquitous.
You will be up for a "fine". I have been pulled over numerous times both in a car and on a motorcycle.
Last time I was pulled over it was on the road to Uluwatu (a famous place for extortion), when my rego and licence were in order I was asked for my passport. On saying that it was in my room, I was told that it was a problem. I said it was not a problem, there was no law that said I had to have it with me. The cop said it was a big problem and how could we resolve it. I insisted that it was not a problem, and after he realised I would not budge from my position (a foolish move on my part but I was very pissed off) he eventually gave up waiting for a bribe, and sheepishly drove off.
