Walking distance to the beach which has sun lounges and beach is ok.
Some good restaurants on the beach road - Tekor, Lanai, Zanzibar etc
Jln Double 6 an be noisy at night with Double 6 Club & La Vida Loca on the beach (but you will probably be out anyway ?).
A couple of good warungs (Melati & Murah) on Double Six & Warung Asia nearby in Jln Werkudara.
On Double 6 there is a 24 hr restaurant on left heading toward the beach (sorry the name escapes me..Blue something?) Has a pool table there as well.
Shopping on Double 6 is mainly wholesale/retail sarong shops, some boutique type shops, silver shops
Some accommodation on Double 6 close or near the beach is Puri Naga Hotel & Sing Ken Ken Hotel.
Down a long lane off Double 6 is Pondok Sara Bungalows, Villa Coco, Su's Prince Hotel
Further back away from the beach, cheaper and off the street is Surati Beach Inn and Eddy's Bungalows.
For a 19 year old interested in the beach, nightlife, and shopping (you don't mention if travelling alone or not)I'd suggest the area in Kuta around Poppies Lane II & Jln Benesari as an alternative.
Depends what you mean by good for a hotel for that price and what you want in a hotel.
There are also some good choices for hotels in Legian
Some accommodation options below under area, depending which area you decide to stay in.
