If you are concerned about zippers being opened even if padlocked, make sure your luggage has zips which have a loop on each tag which meets when both zippers are brought together. The padlock then goes through this loop and they cant be opened without distroying the zip. Most quality backpacks have this but I'm not sure about suitcases or other luggage pieces.
