(from my recent visit, and having not stayed in Kuta for quite a while despite being a regular visitor to other areas)
I think Tuban and Kuta are thriving but Jalan Legian from Jl Melasti all the way down to Bemo cnr has died... the roadworks hasn't helped but additionally the closure of Matahari and other shops in this area and many of the big shops being elsewhere, there are so few tourists and I sat at Cafe Aroma for over an hour - was the only customer and less than 10 tourists passed by... having said that the bars and restaurants in this area mean it is busier at night time... I am mainly talking shopping and people on the street...
Jl pantai kuta is bustling and busy and the beach was thriving!
Didn't go to Legian really so can't comment but Seminyak is also thriving with the continuous flow of tourists and ex pats from all over the world!
You could tell things have picked up by the stock in the shops, the quality was great this time and there were so many new styles...
These are just my observations... I stayed on Poppies II and that was as hectic as ever... as was Poppies 1 and that loop/ area is doing ok!
And in answer to your ?s The restaurants are spread throughout those areas....
