If the luggage was over they would write out a ticket and remove it from the scale. You had to take your bags, go pay and get back into the line. There was no 'taking stuff out and re-weighing', there was also no arguing. If you argued they ignored you and beckoned the next waiting in line. If you continued to make a fuss they beckoned security.
