Excess Baggage - Another View

Alot has been said on the forum regarding excess baggage and why the need is there to police it and how some get away with it and some get slugged.
Maybe the airlines need to look at the total passenger / baggage weight instead of just the baggage?
I mean is it fair that someone weighing 50kg having 25kg of baggage should be slugged when someone weighing 100kg with 20kg of baggage is legal?
Now before you all cane me for putting down people that weigh more than others, have a think about it.
If the reason why we get slugged (or some people anyway)for excess baggage is because it costs more in fuel with the excess weight, then why not take the combination into account? Is it fair on people that weigh less to have to pay for an extra 10kg than the person next to them who weigh 30kg more? I wonder? Would it be feasable? What would be a fair combined weight?
Food for thought and discussion only...I know that it would never happen. Would it be discrimination? I wonder???
