If your sister is only marrying in a Balinese ceremony, then this will not be a legal wedding. They will need to take the certificate from the priest to the civil registrar and have another civil ceremony. The certificate from this wedding will be their legal wedding and legal wedding date.
My wedding was 18 June, but our legal wedding date is in July.
It may be difficult for your future brother-in-law to get a tourist visa because it will be clear that he is in a relationship with your sister. Depending on whether they are legally married or not, they may apply for a spouse visa or prospective spouse visa (permanent residency visas) and then apply for a tourist visa - generally granted in this situation because he would have to leave Australia to get the new visa in his passport.
