on choosing a place where to propose, I would consider everything that your girlfriend likes! Does she prefer the beach? Or does she love the mountain areas... then work from there. Proposing in a environment that she loves, will make it more memorable :)
Nightime i guess is always more romantic, and you can get some great night views in Bali of all the lights from GWK. They have a great little resto there as well :) However sunset can be very pretty as well from here :)
If you mentioned your plans to the hotel staff, I'm sure they'd love to help you out also....setting up a romantic beach or garden setting for a special meal etc..
I've always thought that the gardens surrounding the temple at Bedugul are quite pretty, many people we there just sitting on the grass enjoying the cool climate and view and having a picnic :) Lovely little place.. however im sure others on this forum will have lots of suggestions.. :)
