If they let some through then they should let all through.
I got interrogated once for being about 26 kgs and when i got upstairs another lady had got through no worries with 44 kgs.
Alot of weight over worries me....and 44 kgs was ridiculous so why did they let her go but then pick on me.
Never makes sense.
Perhaps 25 for everyone with no exceptions would be fair for both sides.
