I haven't heard of this but when you are travelling to Bali you know how long you are going for and how much the VOA is, 7 days US$10, 30 days US$25.00. Perhaps the travellers thought they were getting away with a 7 day visa instead of paying for 30 and didn't query it on arrival. Would need to know more details before I called it a scam.
