When you arrive you pay for a certain amount of days. Monday to Monday is 8 days, not 7. If you pay for 7 you have overstayed, you needed to have paid for 30 days, which is the next increment up. It is not a scam, but it is something to be aware of especially if you have a late night/early morning hlight. Just pay the appropriate fee. Same in any country if you outstay your visa..try doing it in Aus!!
