My son also suffers from Epilepsy and is keen on surfing and body boarding. He always has a mate with him who knows of his medical problem. Lots of peopele dont like others knowing they have Epilepsy and try to keep it quiet. Make sure he has travel insurance. We had to pay the extra due to his health but was well worth it. He only has night fits so I can keep an eye on it.
