the Australian Travel warning for Indonesia as compared to other countries which have been targetted by terrorists, is that the Kuta bombings were deliberately directed at western tourists with Americans and Australians (because of our govt's alliance with America) being the primary targets. Other incidents quoted were mostly targetted at the people who live and work in that place and not at people who could have made the decision to be elsewhere. Though, in saying that, I think that the huge number of Indonesian people killed or injured (officially recorded and not) in the Kuta bombings has been largely ignored by both the bombers themselves and all other commentators.
