Have been to Phuket once for 10 days and to Bali five times. I can't help you with the surfing but Bali is my choice without dobut. Phuket is enjoyable and a boat trip to Phang Nga Bay one of the most memorable things I have ever done.
There are many things about Bali that allure many return visitors, including the Balinese culture and people.
There is far better choices for dining, better variety and more ambient settings in Bali than Phuket.
As for your "better half", if shopping is a deciding factor, you should choose Bali and direct her to this forum, search for items of interest and you will have the additional aid of good research before you travel.
