It means you also have a second bag for coming back, or just for sorting all the stuff into two bags on arrival at the hotel (for easier hunting through it). If you are buying stuff at Makro to donate to orphanage or whatever, you have a spare bag to put a lot of those bits and pieces into. I take a light roll of (almost-finished) duct tape with me in my hand luggage for instant bag security if a zip fails on any of my bags.
