I worked for a company that required copies of credit cards to confirm a booking so that there was some recourse if the client cancelled within the period where a cancellation fee applied.
Hotels would do this so that they would be guaranteed some income for a room booked but not used by 'no-show' guests.
But a copy of a passport is nothing by itself, and I wouldn't worry about that.
