I don't think you will be disapointed in either of your choices for accommodation, Hard Rock is very comercial not alot of typical Bali atmosphere, so i would stay at Kartika just for that. It maybe worth having a look at Bali Hai cruises they do day trips out to little islands with diving and snorkling they are really good plenty of activity for the kids, i can recommend the ocean rafting.
