are usually divided between all staff. Your waiter possibly put it in the kitty anyway because they can be in big trouble if found pocketing tips and not sharing. I thought it was wrong too at first but now have realised kitchen staff (who are responsible for preparing the meals) would get nothing if the waiters got the lot.
