I live in the UK, and to ring the UK from Bali you have to use the code 00 44 then drop the first zero of the uk number, for example
00 44 1572 237894
I think perhaps in Australia you have to add the 11 in after the 00 for some reason, but you definitely don't need it when calling the Uk from Bali.
As for the cheapest place to call from, internet cafes usually have reasonable international call booths, but I also found calling from my mobile using a sim bought in Bali pretty cheap actually.
