"Thanks to the tireless efforts of cellular phone operators and the government in informing prepaid card users via advertisements in print and electronic media, the number of those registering by April 28 reached around 80 percent or 40.25 million of total prepaid-card users. The remaining 10.09 million would be able to receive telephone calls and SMSes but would be blocked from making calls and sending SMSes.

PT Indosat VP public relations officer Adita Irawati said that as of May 12, 10.837 million of the company's prepaid subscribers or 86.74 percent had registered. PT Mobile-8 Telecom marketing manager Herman Then Kek Khian was quoted by detikINET as saying that the operator had registered 1.1 million users or 80 percent of its subscribers.

The first phase of the registration of prepaid subscribers appears to have been successful. Cellular phone operators, too, have expressed optimism that they can reach their registration targets.

However, the next step, probably the most complicated, is the verification process, which aims at confirming data submitted by subscribers.

Based on government statement No.48/DJPT.1/KOMINFO/IV/2006 dated April 28, 2006, prepaid mobile operators are responsible for verifying all information submitted, using their own respective methods.

The methods mentioned in the statement include offering incentives to those who submitted correct and valid data. However, again, some operators were initially reluctant to accept the responsibility. "
