Cover up in remote villages and for temples and ceremonies, but in the main areas - Kuta, Tuban, Seminyak, Legian, Nusa Dua and even Sanur you can wear singlets and shorts etc...I would never walk around in just a bikini top, but that's just me, I wouldn't do it in my own country so would not do it else where.
I also like to cover up for customs but have notice other tourists don't, again that's just me, I won't let hubby even wear thongs at the airport..
Around resorts it's also acceptable to wear what you like.
